I think that article submission is the best link building strategy. Get 1 unique article approved in 1 article site and do bookmarking and directory for that approved links and there lots of high pr articles site. You can create lots of high quality backlinks and as your approved article get older that pages also get pr. It will boost your site ranking.

Most of the off page techniques are of link building site, infact seo is totally depends how many link you create. But now you have to have quality backlinks . Mine is article and forum submission.
