It's seems for a week or so now, DMOZ is not allowing submissions or corrections, claiming there is some technical difficulties.

I'm hoping the real story is that DMOZ is going to improve the service. Only time will tell.

Well DMOZ still hasn't fixed the problem yet...maybe they won't. I can't help but laugh when I read the "Temporarily Unavailable" page with the "Humans do it better" slogan at the bottom.

May be they are thinking to provide a guaranteed inclusion service this new year

What worth does it have except to SEOs? Do you check any website in Dmoz before buying anything from it?

Having a site listed DMOZ has some worth in Google SERP's when the site is listed correctly for certain key term. And what do you mean by "buying anything from it (DMOZ)?

Exactly, Dmoz is only for left for this purpose and any simple Internet user who is not into seo isn't bothered about its existence. Does any normal user search dmoz to found the reliability of a site from which he/she is going to buy something or use services?
