Why obviously?

I can design a site in Gimp and build it using Notepad or Notepad++

And I can guarantee the code will much smaller and efficient by doing so.

photoshop is good but i dont think dreamweaver is good,maybe GIMP,but not dreamweaver.

Photoshop is the best web design tool for me. I've been using this for more than 5 years now as photo editor and graphic designer.
jQuery Tutorials[/url] for the masses and Wordpress resources too ..

I use dreamweaver in combination with photoshop.

Beginners might find it easy to use Muse - a new beta tool from Adobe for making websites. As a professional web designer for me this is not useful but beginners might find it quite practical.
