Google Keywords Tools if for the pre off page SEO work. You can use it to get suggestions of keywords and to get search numbers. You simply use it to decide what keywords you want to target.

Google Awords alone is not a perfect tool for keyword research. There is much more thing to do with other Google services like Google Trends and Google Insights and other Research. Use Market Samurai for better keyword research.
