I just received the message into google webmaster tool

Specifically, look for possibly artificial or unnatural links pointing to your site that could be intended to manipulate PageRank. Examples of unnatural linking could include buying links to pass PageRank or participating in link schemes.

My ranking is not down at the moment ( 2 hours before i received this message ) -

When this message comes to site owner ? before penalty ? or for warning too ?

Should i re-consider my on-site + off-site ?

Any Help ?

You should stop buying the links and take it as serios warning cos next time google will not warn you it will directly set a penality at your site. So it is better to take some action and make your site google friendly both in on and off page.

Well bro, i was not buying links, just put some blogroll links on my free blogs... that i removed after the message. also removed the tricks from site... looking more ways in next days with white hat only and with quality only :)
